It may be my imagination, but it seems that some (or many) U.S. based companies dump their old or questionable merchandise on South and Central America.

For example, a 900 mhz cordless phone that borders on useless (poor range, poor audio quality, analog) seems to be popular and sold for 4 times or more the price than in the U.S. For the price that phone sells for one can buy a great phone in the U.S., or pay for express shipping and import taxes to buy a good phone from the U.S.

A motorola cellular phone cable comes with a CD that is 2+ years old and requires multiple 50 meg+ upgrades to the software to install it. Is that what you get the in U.S.?

A TV capture card comes with software that can't even be upgraded because the manufacturer does offer updates to the version of the software included anymore on their website. This $140 product was thrown out because it was simply impossible to make work.

There are many more examples, and Microsoft's Windows "starter edition" might be another good example.

Once you add the import, sales tax or VAT to these products the consumer prices can become astounding.

But actually if governoment wants to take some profit and want to run the service and country then its really required to take those pricing. isnt it?

I think there are both sides to it. While there are some reports and feeling among many people that big manufacturers do dump their wastes in different places at the same time it can be said that if all these products were dump then the manufacturer will lose future market, so overall I don't think it will be correct to say that all these products are waste.

Regarding the price issue it's a fight between local and international brands.

People will sell what other people will buy. If the merchandise being sold in your area is bottom of the barrel, what is stopping you from bringing in quality merchandise from outside and making a killing?
